Following on from what I said last night about our institutions needing change, a welcome report has been published today from Lord Howe, the former Chancellor of the Exchequer and Foreign Secretary.
He is proposing a complete overhaul of the UK tax system, and George Osborne is embracing the report. After Ken Clarke's disappointing report on the West Lothian Question, it is refreshing to see a report published by the Conservatives talking sense. Simplifying the tax system is long overdue and I hope it will form a cornerstone of a Conservative manifesto.
